Komal K. Jain rejoined Keller and Heckman in 2008 as Counsel. Ms. Jain was an associate with Keller and Heckman from 1997 to 2001, and then accepted positions with EPA's Office of Water Enforcement and the Federal Aviation Administration's (FAA) Office of the Chief Counsel. Appointed by Virginia Governors Mark Warner and Timothy Kaine, Ms. Jain also served on the State Water Control Board of Virginia as Vice-Chairperson from 2003-2010. She has considerable experience regarding federal and state regulatory and permitting issues related to the Clean Water Act and the Safe Drinking Water Act.
During her seven-year tenure at the FAA, Ms. Jain gained significant experience in federal rulemaking, compliance and enforcement proceedings, and policy development. Her work included union negotiations, interface with trade associations and interagency discussions regarding air traffic security and management and pilot certifications. Based on this experience, Ms. Jain has counseled clients on tower sitings and obstruction evaluations.
Ms. Jain also advises industrial and trade association clients on a broad range of environmental matters, including compliance with U.S. federal and state, and international requirements governing the safe use and disposal of chemical and hazardous substances and products. She counsels clients on risk management and safety considerations concerning both industrial and consumer products, with particular focus on label requirements for packaging. Ms. Jain also actively participates in international negotiations on behalf of clients regarding access and benefit sharing consistent with the United Nations Convention on Biological Diversity.
